1. Designate a state advisory group (SAG) and a Juvenile Justice Specialist to implement the Act.
2. Comply with the four core requirements of the Act:
a. Status offenders and non-offenders not be held in secure custody;
b. Juveniles in secure custody not be held in sight or sound contact with adult offenders;
c. Removal of juveniles from secure jails with special exceptions made for youth taken into custody in rural areas;
d. Assess, monitor and evaluate juvenile minority populations in excess of 1% of the general juvenile population for
Disproportionate Minority Contact (DMC) with the juvenile justice system.
